Origin
Professor De Groot was a colleague of Professor Masters, aka The American Crusader. He was hypnotized by the Nazi mastermind known as Mr. Eyes into sabotaging new American technologies being developed at the university. In order to keep his identity secret, De Groot wore a mask and became the fearsome Black Vulture.
Powers and Abilities
The Black Vulture was not physically powerful, but usually carried a gun, which he was more than happy to use. He was also highly intelligent and willing to die for the Nazi cause.

Notes
- The Nedor comics were renewed by Popular Library, which was eventually bought out by Fawcett Books. When Fawcett went out of business, Popular Library was sold to Warner Bros. A number of different publishers, however, are currently/have been using these characters without any lawsuits from Warner Bros., so any action over them is (probably) unlikely. They are still, however, "use at your own risk" characters.
