In his lab, Dr. Bertoff was a leading scientist of the city of Deltos. When Fred Parish crashed his plane near the city, Bertoff brought him to his lab and saved his life. The doctor healed him with scientific expertise and his radium deposits and gave him new powers harnessing the lightning that was still active in his body turning him into the hero Blue Bolt. Bertoff then asked Blue Bolt to help stop the invasion of the forces of the Green Sorceress and her allies such as Marto.
