Mhera was the sister of Neptina who initially rebelled against her sister's regime as a freedom fighter. However once she overthrew her sister and became queen, the fish-people preferred Neptina to her tyrant sister. Later, she allied herself with King Walro of the Walrus Men to help maintain her throne, but she failed to keep it and was imprisoned and dethroned by Neptina and her allies: Lt. Fletcher, Norma, and Prince Eon.
