Mr. Crime was a ghostly figure who followed and observed criminals encouraged them to commit acts of evil like a devil on their shoulder. At the same time he also often encourage law enforcement to gun down those same criminals showing his allegiance was only to violence and crime. No one in the story could see or directly interact with Mr. Crime only the reader was truly aware of his influence and presence.
