Jim Lawson not only witnesses his father's murder, but he also has to watch the murderer go unpunished thanks to frightened witnesses. Jim decides to devote himself to the law by becoming a judge. However, when the law doesn't get the job done, he becomes the crime fighter known as the Judge.

In his only two adventures, he arranged for groups of people being shaken down to meet with himself and the guilty party in order to pass judgement; hence the title of the strip was "The Judge and the Jury."
