Origin
The Skull was an operative of a nation hostile to the United States. His men were successful in capturing a torpedo boat, but it was destroyed by Lt. Drake of Navel Intelligence.
The Skull carried an electron ray gun that could melt through steel like butter. However, he was pretty cowardly without it.
